First Boot
- Get to ‘Connecting to a network’ part but DO NOT connect to a network.
- Ctrl+Shift+Esc to open Task Manager.
- Right click Explorer > Open File Location to get a Windows Explorer window.
- Navigate to c:\Windows\System32
- Open control.exe
- In Control Panel, under “Hardware and Sound” click “View devices and printers”. This should open Windows 11 Settings.
- In Windows Settings, go to System > Recovery > Advanced Startup.
- Machine will reboot.
Advanced Startup Boot
- Click Troubleshoot > Advanced Options > Command Prompt
- type regedit press Enter. This starts regedit for the recovery, not for Windows.
Now load the hive we intend to modify
- Click HKEY_LOCAL_MACHINE to highlight, then click File > Load Hive.
- Note: This is under the X: partition; remember to change this or it won’t work.
- Navigate to c:\windows\system32\config then load “SYSTEM”
- Name it OfflineSYSTEM
- Now find HKEY_LOCAL_MACHINE\OfflineSYSTEM\ControlSet001\Control\CI\Policy
- Either change SkuPolicyRequired DWORD value to 0 or if not present, make one.
- File > Unload Hive to unload the hive.
- Close regedit and command prompt, then Turn Off PC; do not reboot or continue to Windows.
Last Boot
- Boot into BIOS and disable Secure Boot and clear away any keys as well.
- Continue booting into Windows 11.
- When you get back to the “Connect to a Network” screen, Shift+F10 will open command prompt.
- In the command prompt, type OOBE\BYPASSNRO
- Machine will reboot and will then let you choose “I don’t have internet” at this screen, and you can choose “continue with limited setup” and you will then be able to create local computer accounts.
